Step 2: Do your legal research on the Developer, Builder, and the Community.   You can do this at  http://casesearch.courts.state.md.us/inquiry/inquiry-index.jsp . 

Search for

• Brantly Development   --   Don't forget to change it to looking for a "company"
• Elkridge Crossing (this will help you pull in any cases that involve the HOA)
• Search the names and addresses you wrote down above - use the addresses you find to make sure you have the correct person/company.   People have similar names so you need to be sure.  (I would not put you though this process if there was not some some interesting things to read)

Now you ask yourself -- what about the homes there already?  How much have they been selling for?  Look no further then the Public Records for Howard County:  http://sdatcert3.resiusa.org/rp_rewrite/   This will help you determine if you are getting a good deal if you decide to purchase.
